The PPE templates are the document set for the PPE duty: the PPE inspection checklist for the condition and the service life, the PPE issue checklist and register for the provision and the tracking, the monthly PPE inspection for the site-level trend, and the PPE maintenance checklist for the care between the inspections. Which PPE template for which duty: the PPE inspection checklist is the condition, the service life and the storage, the check that catches the silent failure. The Personal Protective Equipment at Work Regulations 2022 — which replaced the 1992 regulations in April 2022 — put the duty on the employer to provide, the duty to train, and the duty to maintain, and the PPE is the last rung of the hierarchy, not the first. The selection runs on the hazard and the category — the category III for the serious risk, the UKCA or CE marking for the equipment, the size that fits the person and not the drawer. The fit is part of the selection: the tight-fitting respirator that has not been fit-tested is not PPE, it is a comfort item, and the UK practice is the fit test on the issue and the two-yearly repeat.
The OSHA side runs on the same logic in 1910.132 to 1910.138 — the hazard assessment first, the selection against the task, the training on the limits of the equipment, and the maintenance. The rule that is easy to miss is the one that is easy to break: the PPE is provided at no cost to the worker, and the PPE that is issued but not worn is the failure of the training, not the worker. The record that holds is the issue, the training, the fit test and the replacement — the four dates that prove the system ran.
