Electrical JSA Template

The electrical JSA template is the JSA aimed at the electrical work: the isolation and the lockout-tagout, the arc-flash assessment and the PPE, the test-before-touch, and the step-by-step controls for the job. Electrical is the hazard where the step order is the safety, and the template keeps the sequence in the order the work has to happen.

How to use the template

  1. Set the header — the job, the panel or circuit, the date, the preparer

  4. Record the arc-flash assessment and the PPE for the arc rating
  5. Score each step; the high steps are the isolation and the test-before-touch

Worked example

A panel maintenance JSA: step 1 identify the source and the rating (the arc-flash assessment, the PPE selected), step 2 isolate and lock out (the LOTO, the try-out), step 3 test before touch (the voltage tester, the proof), step 4 work on the de-energised panel (the insulated tool), step 5 re-energise in the sequence (the crew clear, the removal of the lock). Five steps, the sequence is the safety, the sign-off by the electrician.

Standard & legal context

The electrical JSA carries the OSHA electrical standards (1910 Subpart S) and the NFPA 70E arc-flash practice in the US, and the Electricity at Work Regulations 1989 and the IET practice in the UK. The lockout-tagout is the OSHA 1910.147 control, and the test-before-touch is the NFPA 70E and the HSE good practice. The 5×5 scoring per step is the ACoP L80 convention, and the template is the JSA with the electrical sequence built in.

Common mistakes

  1. Skipping the try-out — the isolation is not proven until the try-out, and the step is in the template for a reason
  2. No test-before-touch — the voltage tester is the proof the panel is dead, and the step is the one that saves the life
  3. PPE as the first control — the arc-flash PPE is the last layer; the isolation and the de-energise are the ones that remove the arc
  4. Re-energising before the crew is clear — the final step is the sequence, and the JSA carries it so it is not skipped
